Saint Paul Refuse, Inc. Proposal <br />Saint Paul Refuse, Inc. (SPRI) is a consortium of approximately forty independent haulers <br />who presently provide residential hauling services in the City of St. Paul. SPRI is pleased <br />to submit this proposal for the development and implementation of organized collection <br />in St. Paul. The attached proposal is submitted in response to your November 9,1989 <br />request. <br />SPRI supports the recommendations and findings of both the St. Paul Elder Council and <br />the St. Paul Citizen's Solid Waste Task Force that the City of St. Paul implement an <br />organized collection system. As noted by the Task Force in its' February 1989 report to the <br />City Council, organized collection has the following advantages: <br />1. Organized collection is more efficient than open haulinq. Organized collection can <br />provide haulers with increased efficiency in terms of lower maintenance costs, increased <br />productivity, less fuel consumption and less vehicle pollution. <br />2.Organized collection will promote achieving abatement goals better than open hauling. <br />The simultaneous implementation of organized collection and volume based fees will <br />encourage residents to increase their participation in recycling activities in the City of St. <br />Paul. <br />3.Organized collection will reduce the number of trucks on a ig yen street or alley thus <br />producing savin s on ft street maintenance costs. In some parts of St. Paul today, there <br />are six or more refuse haulers serving a single city block. Organized collection will <br />decrease truck traffic by assigning specific hauling districts to individual haulers. This <br />district concept will reduce noise, pollution and wear and tear on city streets. <br />4. Compared to open haulinq orqanized collection will reduce liter illy dumping <br />summary abatements. <br />In addition to the advantages of organized collection noted by the Elder Council and <br />Citizens Solid Waste Task Force, SPRI ' s proposal offers the City efficiency and flexibility <br />in implementing organized collection in St. Paul. SPRI members presently serve St. Paul <br />residents and are knowledgeable about residents' waste collection needs. SPRI provides a <br />central point of contact for customer or city concerns associated with waste collection in <br />St. Paul. <br />As noted in our proposal, SPRI believes the best way to implement organized collection is <br />through a negotiated contract between the City of St. Paul and SPRI. A negotiated contract <br />provides an excellent vehicle for addressing, in detail, each of the issues raised in our <br />proposal for organized collection. SPRI is ready and willing to assist the City in any <br />fashion as it further explores organized collection. SPRI representatives are willing to <br />appear at community meetings to explain organized collection and assist in educating St. <br />Paul residents about changes in the city waste collection process. <br />
