proposals. The city may invite and employ assistance of interested persons <br />(including haulers) in developing these plans and proposals. [The St. Paul hauler <br />group has already submitted a draft proposal.] <br />e. Organized collection systems must not impair preservation and development of <br />recycling and recycling markets, and may exempt recycling materials from the <br />organized collection system. <br />Mixed solid waste collected by the organized collection system must comply with <br />the county designation ordinance (i.e. in Ramsey County mixed waste must go to <br />Newport). <br />3. The statute also authorizes counties to require cities to organize collection, and <br />permits counties to organize collection for a city that does not comply with a <br />county organized collection requirement. <br />Assuming the "Champlin amendment" is upheld in the courts or, if not, that the Legislature <br />passes new legislation, Public Works has stated in its response to the Task Force Report that <br />we will proceed with development of an organized collection system as outlined in 2.d. and e. <br />above, as soon as the City Council passes a resolution of intent and holds the required public <br />hearing. <br />Mandatory refuse collection is one of the most controversial issues in the Task Force report, <br />because it involves as many as 10,000 households which do not now pay for refuse collection, <br />and would therefore be the most expensive item for these citizens and/or the City under a <br />mandatory organized collection system. <br />Whichever organized system might be adopted, Public Works will have higher costs under <br />organized collection for managing and supervising the solid waste system, and the city <br />possibly could incur additional costs due to liability and city billing (if adopted). Public <br />Works will have to assign staff to conduct negotiations and acquire new staff for regular, <br />ongoing supervision and monitoring of an organized system. This was pointed out during <br />the 1989 budget process. Also, the City Attorney will have to assign staff during the <br />negotiation phase. <br />Some cities gain overall cost advantages from city billing (e.g. where waste charges can be <br />included with existing municipal water or sewer bills), but it is unclear whether city billing <br />would be an advantage in Saint Paul. <br />-5- <br />
