Item No: <br />Meeting Date: <br />Type of Business <br />City Administrator Review: <br />of Mounds View Staff R <br />To: Honorable Mayor, and City Council <br />From: Nyle Zikmund, City Administrator <br />Item Title/Subject: Organized refuse/trash/garbage Collection <br />01 <br />March 6, <br />2023 <br />Work Session <br />Introduction: <br />Previous councils explored organized garbage collection in the past but ultimately disbanded <br />the effort due to a number of issues, one being resident concerns and opposition. Since that <br />effort; two significant changes have occurred; (1) the city will nearly complete their goal of 100% <br />reconstruction of city streets by the end of 2023, and (2) the Minnesota Legislature adopted <br />significant changes to the organized collection statute in 2013 that were designed to simplify the <br />process for adopting organized collection. <br />Discussion: <br />As part of the 2023-2025 Council adopted Strategic Plan, council wishes to explore organized <br />collection given the changes cited above. <br />Staff has included 11 attachments. The LMC Document provides detailed information and an <br />overview of the statues, history, and process. MN Statute 115A.94 is the specific statute for <br />Organized Collection. Attachment 1 and 2 are studies done by Mankato State and the MPCA <br />that provide quantifiable evidence of positive impact from organized collection specific to a <br />reduction in environmental impacts and infrastructure deterioration. Neither definitively provide <br />precise impacts, rather general ranges of positive impacts. <br />Staff spent time researching other communities that have adopted organized collection and <br />concluded the Richfield process was the most robust (along with being the most recent) and <br />documented and thus, can serve as a template. They also conducted a number of public <br />meetings (listening sessions) that were recorded with staff able to view the majority (not all) and <br />found valuable insights from that endeavor. <br />Staff spoke at length with LMC expert Craig Johnson who has worked on this issue for decades <br />along with K & G council, who have experience with the process. <br />Lastly, staff used the vast resources available from the World Wide Web searching out other <br />communities in the area and across the state regarding refuse.
