City of Richfield Organized Collection <br />Negotiation Guidelines <br />December 14fh, 2020 <br />To: All Richfield Licensed Residential Haulers <br />MAYOR <br />MARIAREGAN <br />As you know, the Richfield City Council passed a resolution at the City Council meeting on <br />GONZALEZ <br />November 101h, 2020, which officially began the process to consider organizing solid waste <br />collection. The City met with all licensed residential haulers on November 23rd to share the <br />CITY COUNCIL <br />community's priorities for an organized contract and system. <br />EDW INA GARCIA <br />MARY SUPPLE <br />This document will lay out some of the process and timeline for organizing collection as well <br />SIMONTRAUTMANN <br />as establish expectations for both the City and participating haulers. <br />BEN WHALEN <br />1. All parties are requested to follow the letter, intent, and spirit of the Organized Collection <br />CITY MANAGER <br />Statute, M.S. 115A.94 (hereafter referred to as "the Statute"). <br />KATIE RODRIGUEZ <br />a. The City intends to follow the statute by negotiating in good faith with all <br />participating licensed haulers. <br />b. The City encourages open communication between participating haulers and <br />the City negotiations team as well as between haulers. More information about <br />hauler communication is addressed in point 5 below. <br />2. December 18fh, 2020 is considered the official starting date for the 60 day negotiation <br />period outlined in the Statute. The scheduled deadline for a proposal from the haulers is <br />February 22nd, 2021. This includes 2 extra weeks due to the end -of -year holidays. <br />a. As written in Subdivision 4d in the Statute, "The proposal shall include <br />identified city or town priorities, including issues related to zone creation, <br />traffic, safety, environmental performance, service provided, and price, and <br />shall reflect existing haulers maintaining their respective market share of <br />business as determined by each hauler's average customer count during the <br />six months prior to the commencement of the exclusive negotiation period." <br />3. The City has proposed that each hauler decide by December 23rd, 2020 if they are <br />interested in participating in Richfield's organized collection process or not. <br />4. During the exclusive negotiation process, all discussion, meetings, and negotiations by <br />participating licensed haulers must be with the City's negotiating team and conducted per <br />the Statute. Participating haulers will not communicate with any members of the City <br />Council or City staff that are not members of the negotiations team at any point during the <br />negotiation period. <br />a. The only exception to this is for ensuring that current operations (license <br />renewal, etc.) continue. If possible, haulers should have staff members not <br />involved in the organizing process contact City staff members who are also <br />not involved in the organizing process. <br />6700 PORTLAND AVENUE.
