5. The City will facilitate communication between haulers, as required in Subdivision 7b of <br />the Statute. Additional time will be included before or after official negotiation meetings, <br />during which haulers can discuss amongst themselves, subjects relating to organizing <br />collection in Richfield. <br />a. Subdivision 7b states, "An organization of solid waste collectors, an individual <br />collector, and their officers, members, employees, and agents who cooperate <br />with a political subdivision that organizes collection under this section are <br />authorized to engage in anticompetitive conduct to the extent necessary to <br />plan and implement the organized collection system, provided that the political <br />subdivision actively supervises the participation of each entity. " <br />6. When a final proposal has been presented by the haulers to the City for a service <br />contract, haulers will be asked to be present and potentially answer questions at a City <br />Council meeting as part of the public hearing process.
