Allowance for walk up service for eligible residents with agreed upon criteria (e.g. less able-bodied residents) and completion of application form. Eligibility will be approved by both the City and the Hauler. o Extra fee would be charged for walk up service for residents not eligible for doorstep service. • If a hauler misses collection, recycling will be picked up on the next weekday. Organics Services • Mandatory service for all households included in organized collection. • Default cart size will be 35 gallons. • Pick-up will be conducted every week. • If a hauler misses collection, organics will be picked up on the next weekday. • A cart removal (opt -out) system can be developed if agreed upon by the City and haulers. • Carts will be tagged and not emptied if they contain significant contamination (non-compostable items). If repeated tagging for the same offense occurs, a cart can be removed. A system for replacement after further education from the City will be developed. • Educational materials will be provided by the hauler after approval by the City. The City will also contribute to increased organics education efforts, especially through social media and other communication channels. Yard Waste Services • Optional additional service. • After subscribing to this service through the hauler, residents will be asked if they'd like a cart or not. Residents may also subscribe to a full season of service using compostable paper "Kraft" bags only. • Residents with a cart may also use extra bags (compostable bags only) outside the cart, or an additional cart provided at no additional charge. • Propose a price for a pay -per -bag (compostable bags only) option. • Weekly service from April 15 — November 30, weather permitting. Bulky Items and Electronic Waste Services • Propose a price for pick-up of up to 3 bulky items per year per household. • Propose a pay per item price. • Propose a price for optional unlimited bulky item service. • Bulky items include couches, furniture, mattresses, appliances, electronics, tires, etc. • Bulky items will be collected on the established service day for the area. Cart Ownership and Maintenance • All carts shall be purchased, owned, and maintained by the individual haulers. • Carts for each service must be easily visibly distinguished, either by different cart or lid colors. Other suggestions will need to be approved by the City. • Carts will be delivered by the area's assigned hauler to households who currently don't have service and who aren't approved to "opt out". • Cart size changes allowed once a year at no charge, with an exception for new owners. o Additional cart changes will be allowed for a fee. • Haulers are responsible for adequately labeling carts with contact information. • Haulers will be required to submit their own detailed cart management plan with the final proposal. • City is not responsible for any costs related to damaged carts.
