City of Richfield Organized Collection Term Sheet <br />12/18/2020 <br />Contract Framework <br />• A single individual contract will be signed by each participating hauler. <br />• Participating haulers must maintain their Richfield residential garbage hauling licenses. <br />• Liquidated damages and insurance will be required, including for any subcontractors. <br />• Performance and payment bonds will be required from each individual hauler. <br />• Per state statute, there will be a 7 year term for this contract. <br />Applicable Households <br />• Single-family dwellings up to 3 unit dwellings will be included in this program. <br />o Townhomes will be included if they contract individually for solid waste services. <br />• Multifamily (4+ units) and commercial properties generally excluded. <br />• "Opt In" option for 4 unit buildings and townhome associations — must be serviced with carts through <br />the program. <br />• "Sharing" of service is currently allowed per City Code. Continuing this will be discussed with haulers. <br />Existing Residential Agreements Must be Terminated <br />• Existing agreements with individual households shall be terminated by the organized collection service <br />starting date. <br />• If residents have paid their current hauler in advance (i.e. an annual contract) for service past the <br />starting date of an organized system, they must be reimbursed by their Hauler for services not yet <br />received. <br />Trash Services <br />• Weekly trash collection is the base level of trash service. <br />o Option for every other week (EOW) trash collection allowed and collectively priced by Haulers. <br />• Three cart sizes offered: (approximately) 35, 65, 95 gallons. <br />• Allowance for walk up service for eligible residents with agreed upon criteria (e.g. less able-bodied <br />residents) and completion of application form. Eligibility will be approved by both the City and the <br />Hauler. <br />o Extra fee would be charged for walk up service for residents not eligible for doorstep service. <br />• All trash is required to be managed in accordance with Minnesota State laws and Hennepin County <br />ordinances. <br />• The City requests that all trash be disposed of at HERC. <br />• If a hauler misses collection, trash will be picked up on the next weekday. <br />• If overflow regularly occurs, residents will be required to get a larger or extra trash cart at their expense. <br />Recycling Services <br />• Single -stream recycling required. <br />• Three cart sizes offered: (approximately) 35, 65, 95 gallons. <br />• Propose pricing for both EOW and weekly recycling collection. <br />• If overflow regularly occurs, residents will be required to get a larger or additional recycling cart (at no <br />additional charge to the resident or City). <br />
