(SERA) published a report titled <br />"Summary of Key Results from SERA's 2008 Solid Waste and Recycling Survey."3 The <br />summary report is based upon the results received from over 700 cities and counties across the <br />U.S. and Canada. One of the aspects included in the summary report pertains to "Collection <br />Arrangements." SERA asked about collection arrangements (who collects?) for garbage, <br />recycling, and yard wastes.
