The City then subdivided the City into a series of "corrals" to contain the routes of several <br />haulers. The corral was sized to accommodate the total value of each hauler assigned to it. The <br />City's goals directing the development of the route assignment process included: <br />"Where possible, provide each permitted hauler an opportunity to serve a franchised <br />territory without seriously jeopardizing the viability of that business. <br />"Organize the service area of each hauler into contiguous collection routes to make <br />service delivery more cost effective and more understandable for the public, conserve <br />energy, and reduce road wear. <br />"Preserve as many existing hauler — customer relationships as possible. (City staff) will <br />make every effort to place haulers who have condensed routes, or who operate in one <br />region now, to that area. <br />"Allow haulers maximum involvement in the route assignment process. Though (City <br />staff) will oversee route assignment, haulers will have an opportunity to recommend <br />consolidation boundaries within their established areas." s <br />The City began full implementation of the franchised residential garbage and recycling program <br />in February, 1992. The goal of this program was to increase residential recycling by providing <br />increased and convenient opportunities for recycling." New program elements included: <br />organized collection of garbage and recycling via the new franchise system; weekly collection of <br />recyclable material on the same day as garbage collection; provision of two recycling containers; <br />addition of milk jugs, scrap paper and magazines to the list of recyclable materials; and bi- <br />weekly yard debris collection. 6 <br />2.2.2.4 Des Moines, Iowa <br />In a neighboring state to Minnesota, the Iowa Department of Natural Resources (IDNR) queried <br />their Comprehensive Planning database and reported that of 861 cities in Iowa, 726 (84%) have <br />organized (municipal or contract) collection and 135 (16%) have an open collection system. 7 <br />In the Des Moines metropolitan area, Metro Waste Authority handles the comprehensive <br />planning for solid waste. They report that for garbage collection of the 22 municipalities in their <br />area, 19 or 86% are organized — two with municipal crews and the rest with a single contracted <br />hauler. For curbside recycling collection, all the municipalities are organized with all but one <br />served under a single contract managed by Metro Waste Authority.
