VHG worked hard to implement the new system over the first few months and initial years of the <br />new system. Today, due to mergers and acquisitions, VHG is comprised of three hauling firms: <br />Allied Waste Services, Waste Management and Red Arrow Sanitation. The curbside recycling <br />system, one of the primary original reasons for the change to organized collection, recently was <br />changed to a single stream system in 2008 as per an amended contract with VHG. <br />2.4.3.2 City of Falcon Heights <br />The city of Falcon Heights has a fairly detailed report on their process of analyzing the <br />conversion to organized collection along with a dedicated special issue of the city of Falcon <br />Heights Newsletter plus a seven page "Update on Trash Collection Study" that lists the <br />chronology of the process.19 Following is their chronology of activities and actions: <br />January 28, 2004 — The City's Solid Waste Commission had been looking at the issue of <br />organized collection since early 2003. On January 28, 2004, the City council took action <br />to look into organized collection. <br />March 24, 2004 — The City council passed the resolution of intent to conduct further fact <br />finding noting that this was by no means a decision to proceed. Over 100 people <br />attended the public hearing with 35 residents and haulers speaking. The 90-day planning <br />period started. <br />May 6, 2004 — The Solid Waste Commission met with haulers to discuss ways the City <br />can achieve solid waste goals adopted by the Council. A considerable amount of time <br />was spent discussing road issues without complete answers. A follow-up meeting was <br />scheduled for May 13, 2004 prior to another public meeting scheduled for May 20, 2004. <br />June 23, 2004 — The Solid Waste Commission requested an extension of the 90-day <br />planning period. An interim report was provided of the activity to -date. <br />July 15, 2004 — The final report date was delayed until late August or early September. <br />August 13, 2004 — The Solid Waste Commission continued discussions. <br />October 13, 2004 — The study report was presented at the City Council meeting. The 90- <br />day negotiation period started. A council decision date was set for January, 26, 2005. <br />Following is "The Commission Recommendation." <br />"At every stage of this process the Commission has kept in mind the question, `What is in the <br />best interests of the residents of Falcon Heights?' After an extended period of study, the Falcon <br />Heights Solid Waste Commission has found that" <br />Residents in cities with organized collection pay significantly lower fees than the <br />Falcon Heights average. <br />19 "2004 Organized Collection Study: Update."
