Only with a contract can we make the decision about where our garbage goes, based <br />on our environmental interests, and make sure we have a voice in other important <br />decisions about our municipal solid waste. <br />If we can reduce the number of garbage trucks serving the City, we can make our <br />streets and alleys last longer and reduce exhaust and noise pollution. <br />Continued consolidation of the industry will leave individual residents with <br />decreasing choice and decreasing power in the marketplace, if the City keeps an open <br />system. <br />It is the consensus of the Commission that the interests of the residents of Falcon Heights <br />can best be served by implementing organized collection in the City. <br />Accordingly, the Commission recommends the following plan and timetable: <br />On October 13, end the statutory planning period and commence the 90-day <br />discussion period. <br />Put the Commission's report and recommendation and the hauler's recommendation <br />in the hands of residents as soon as possible after October 13. <br />Take comments from the public under guidelines to be determined by the City Council <br />for a limited period to be designated by the Council. <br />Make available an opportunity for haulers to participate in further discussion during <br />the 90 days. <br />Make findings of fact, as required by Minn. Stat. 115A.94, in January, 2005, at the <br />end of the 90 day discussion period or soon thereafter. <br />Pending the will of the Council, after the expiration of the 90 days, issue a Request <br />for Proposal that: <br />• Serves the best interests of the residents of Falcon Heights, financially and <br />environmentally <br />• Moves toward all the goals articulated in January, 2004 <br />• Covers all types of residential solid waste discussed in the original goals, except <br />recycling, which shall remain separate for now <br />• Makes every effort, including innovative strategies developed by other cities, to <br />ensure that all haulers, large and small, now licensed in the city, have a fair <br />chance to compete for a city contract. " <br />November 9, 2004 — Report summary was to be mailed to residents. <br />January 13, 2005 — The public comment period was closed on December 30, 2004. The <br />council is reading all the comments. <br />January 27, 2005 — Council chooses alternate garbage plan, not a city-wide contract.
