Mounds View Charter Commission Minutes - APPROVED <br />Tuesday, March 23, 2021 <br />3.What was the Fund Balance percentage of revenue numbers going back to 2008 when the cap <br />was approved by voters? <br />4.What is the source number that the city uses for calculating CPI, because the detail of numbers <br />from U.S. Department of Labor seem confusing? <br />5.Chair R. Warren asked for a letter, from the Council, of what exactly the Council is requesting? <br />6.The Commission also requested the City Administrator research how many other charter cities <br />use tax levy limits in their charter language? <br />7.The Commission requested the dollar amount the proposed 8% increase would be for the <br />average Mounds View homeowner year over year for 10 years? <br />8.Can the staff prepare a graph of the city taxes over the past 25 years? <br />Further discussion occurred about how to move forward with public information meetings. <br />Motion, by G. Quick, and second, by B. Amundsen, for the Commission to meet on April 27, <br />2021, for further discussion of Chapter 7 Taxation and Finances. Roll call vote, B. Amundsen - <br />aye, D. Erickson - aye, B. King Jr. - aye, J. Peterson - aye, G. Quick - aye, R. Scholl - aye, R. <br />Warren - aye; all present voted aye. Motion Adopted <br />8.New Business <br />Charter Commission Bylaws Amendment Draft Resolution Review <br />Chair R. Warren asked if the item could be delayed to the next meeting. B. Amundsen, who prepared the <br />draft resolution, stated it could be delayed, especially considering time of evening. No objections were <br />made to delaying to next Commission meeting. <br />9.Next Regular Meeting. <br />The next Commission meeting will be on Tuesday, April 27, 2021, at 6:30 PM. <br />The items on the agenda is Chapter 7 “Taxation and Finances”, the Bylaws Amendment Resolution, and a <br />date for a joint meeting with the Council. <br />10.Adjournment: Motion, by B. King, and second, by G. Quick, to adjournment. B.
