RIGGS: And continuing on from the petition <br />again, the main, main issue has been the inability <br />to keep a fully functioning charter commission in <br />place. And -- <br />THE COURT: Fully functioning meaning full <br />complement of members? <br />MR. RIGGS: Full numbers appointed, which is <br />something that's been a problem for years and years <br />and years. And again, the charter commission, as <br />has been provided with the materials to the <br />petition, had a number of years where it was <br />operating and conducting meetings with less than <br />what would be a quorum of an eleven or nine -member <br />commission, which has been the problem, which is <br />what the council is trying to address at this point <br />in time. There are and have been received one <br />resignation since the May 21 meeting. There are at <br />least three others that have stated -- three other <br />commission members that have stated that they would <br />resign or simply fulfill their term and no longer <br />serve as a commission member or no longer reapply to <br />
