I've attended all the meetings. It's the <br />only commission that I've had anywhere near that much <br />interaction with. And I've researched extensively on the <br />minutes back to -- or to the initiation in 1978. <br />Q And what did those minutes show to you? <br />A So as -- in the course of the last year, as <br />things were starting to become more clear as I sat in on <br />those meetings and I had commission members speak to me, <br />things came to a head on May 21. And that had caused <br />me -- also, I'm not an engineer, but I do a ton of <br />analysis. As I had gone through, I had also spent the <br />previous year organizing the scanning of several, oh, a <br />hundred boxes' worth of documents, including the charter <br />commission documents back to the inception that I had. <br />And I made a spreadsheet -- I believe that's in your <br />packet, Judge, that showed that not only was there not a <br />full complement for years, the commission couldn't even <br />get a quorum. I think up to that 2016 they were <br />operating with three members. And that just caused me to <br />kind of, you know, dig in a bit deeper. And I think, <br />simultaneously, we had appointments coming up. And one <br />of my tasks was as city administrator to help recruit <br />because we had some vacancies to fill, and so I started <br />with the current members.
