(sriggs@Kennedy-Graven.com)
Cc: Nyle Zikmund
Subject: Legal question on charter
Brian Amundsen stated tonight that if the City Council "sends" and item to the Commission for consideration, and they
send it back, then council unanimous vote is irrelevant, that it has to go to the voters.
Chair Warren clarified that he has not seen an "official request" from the mayor or council, rather a presentation by
Director Beer. It is also part of our strategic plan but I think that is a reach to say that is a council request.
First I have heard that a request from the council, to the commission, back to the council — has to go to the voters.
Brian stated it is only charter commission initiated items that can be approved by unanimous council that then do not
need to go to the voters.
Need to know what the "facts" are when it comes to changing the charter.
Nyle Zikmund
City Administrator
763.717.4001 w 1763.717.4019 f 1612.860.7442 c
2401 Mounds View Boulevard
Mounds View I MN 155112
www, mo u nd sviewm n. o re
MOU[VDSVIEW t
