11 <br /> Subdivision 19. The Clerk-Administrator shall advise the Council on the terms and <br />conditions of employee labor contracts for presentation to the Council. <br /> <br /> Subdivision 20. The Clerk-Administrator shall prepare an annual report to inform the public <br />about the financial condition of the City. <br /> <br /> Subdivision 21. The Clerk-Administrator shall perform all other duties required by the <br />Council. <br /> <br /> Section 6.04. City Treasurer. The Council shall appoint a Treasurer. This office shall be <br />separate from that of the Clerk-Administrator. The duties of the Treasurer shall be specified by <br />state law for the Treasurer in a statutory city. <br /> <br /> <br />CHAPTER 7 <br />TAXATION AND FINANCES <br />(Amended by Ordinance 772, Adopted May 22, 2006; Filed June 6, 2006) <br /> <br /> <br /> Section 7.01 Council to Control Finances. The Council shall have full authority over the <br />financial affairs of the City except as limited or prohibited by the state constitution, state laws, or <br />this Charter. It shall provide for the collection of all revenues and other assets, and the auditing and <br />settlement of accounts. It shall further provide for the safekeeping and disbursements of public <br />monies by the City Treasurer. <br /> <br /> Section 7.02 Fiscal Year. The fiscal year of the City shall be the calendar year. <br /> <br /> Section 7.03 System of Taxation. (Section 7.03 Amended by Referendum Election, <br />November 2006) <br /> <br />Subdivision 1. The city of Mounds View shall have, in addition to the powers granted by <br />this Charter, all the powers to raise money by taxation pursuant to the laws of the State of <br />Minnesota which are applicable to Home Rule Charter Cities and city class size which the State <br />designates Mounds View to be a member in the year of the proposed levy or fee adjustment <br />resolution. The City’s resolution to raise money against real and personal property shall not <br />exceed the lesser of the following formulas: either the prior year tax levy dollar amount <br />increased by an inflationary index maximum of 5% or CPI plus 2%. Said index shall be the 12 <br />month average of the most recently published data of the Consumer Price Index for all Urban <br />Consumers in the Minneapolis, St. Paul metropolitan area, as defined by the U.S. Department of <br />Labor, Bureau of Labor Statistics. <br /> <br />Subdivision 2. The City Council may levy a tax increase against real and personal <br />property within the City in excess of the limit set in Subdivision 1 provided the Council shall: <br /> <br />A) Adopt a resolution declaring the necessity for an additional tax levy and <br />specifying the purposes for which such additional tax levy is required. <br /> <br />B) Hold a public hearing with a published notice in the City’s official newspaper, <br />City newsletter, and, if available the City website, setting forth the contents of the <br />resolution described in Subdivision 2A. <br />
