Sections 10 and 11 [Transmittal of Ballots to Overseas Voters.] authorize the electronic transmittal of <br />ballots to qualified military or overseas voters. <br />Section 12 [Military and Overseas Voter Ballots.] provides a conforming change to allow absentee <br />ballot boards to accept or reject ballots received from military or overseas voters up to 45 days before an <br />election. <br />Sections 13 to 20, 22, and 31 to 43 [Conforming Changes.] make changes to the time period required or <br />allowed for election activities. Many of these changes are intended to allow sufficient time for the <br />preparation of absentee ballot materials so that they are ready for use no later than 46 days before the <br />election. <br />Section 13.
