(deadline for notice to voters of school district special election) <br />Section 45. (cut-off date for notification of changes to electronic voting system) <br />Section 46. (cut-off date for notification of major party presidential electors) <br />Section 47. (expansion for time allowed for posting of noncommercial signs) <br />Section 48. (cut-off date for affidavit of candidacy for Hospital Board elections) <br />Section 21 [August Primary Date.] changes the date of the state primary in each even -numbered year <br />from the first Tuesday after the second Monday in September to the second Tuesday in August) <br />Sections 23 to 30 [Federal Special Election Procedures and Timing.] make changes to the schedules <br />applicable to the special elections for the United States Congress and Senate. These changes will allow a <br />45-day absentee balloting period for special elections to federal offices. <br />Sections 23 and 24. (strike references to Congressional vacancies in the general law for special elections) <br />Section 25. (conforming change to reflect the new date for the regular state primary) <br />Section 26. (changes the time period for filing affidavits and nominating petitions for candidates for a <br />special election to U.S. Senate from six to four weeks before the special primary to 12 to ten weeks before <br />the special primary) <br />Section 29. (eliminates unnecessary language from ballot specifications for U.S. Senate elections) <br />Section 30. (establishes new deadlines for special elections to fill vacancies in the Office of <br />Representative in Congress; provides three sets of deadlines depending on the length of time the vacancy <br />occurs before the state primary) <br />Section 44 [Candidate Name Rotation.] requires the Secretary of State to use the number of votes <br />registered on each precinct as of May 1 of the year of the election as the basis for rules providing for the <br />rotation of candidate names on ballots. <br />Section 49 [Temporary Deadline for Lists of Elections Judges.] provides a March 15, 2010, deadline <br />for the submission of lists of election judges. The amended schedule provided in section 16 of this bill <br />will become effective January 1, 2011. <br />Section 50 makes this bill effective the day following final enactment. <br />
