City of Mounds View Comprehensive Plan
________________________________________________________________________

97
The initial focus of the Coalition is to create a comprehensive and uniform database and geographic
information system (GIS) related to land use, socio-economic and demographic data, housing, and
transportation. The Coalition will identify opportunities where communities can work together to
formulate and implement programs to address mutual concerns such as coordinated land use
planning along community borders, economic development promotion, housing maintenance and
affordable housing issues, and transportation and transit issues. The Coalition is also involving
school districts and counties to address issues that impact their interests as well as the Coalition’s.

Ramsey County

Ramsey County provides a variety of services to residents of Mounds View. The most visible of
these are the Ramsey County library, the county road system and the parks and open space system.
Residents also benefit from social service, public safety and waste management programs
administered by Ramsey County. The facilities and services provided by Ramsey County contribute
to the quality of life enjoyed by Mounds View residents and businesses. The City of Mounds View
desires to work closely with Ramsey County to provide an efficient transportation system that
minimizes adverse impacts on the residential areas of the community.

Ramsey County GIS Users Group

The Ramsey County GIS Users Group is an alliance of current and future users of Geographic
Information Systems (GIS). The users within the group include municipalities, police and fire
departments, school districts, soil and water conservation districts, the Ramsey County Sheriff’s
Department, and several economic development partnerships. The group was formed in May of 1995
and has since grown to include some sixteen organizations. Five of the cities within the group are
also members of the North Metro I35W Corridor Coalition. Among the goals of the group are
providing information to elected officials to make more informed decisions, to provide cities and the
county with access to up-to-date and accurate information in a cost effective manner, and to
introduce communities to GIS technology and get them up and running quickly and cheaply.

School District

Independent School District No. 621 serves the residents of a number of cities in the area including
Mounds View. The City of Mounds View does and will continue to work with the school district to
jointly use facilities and provide programs to best serve the residents of the community.

Spring Lake Park-Blaine-Mounds View Fire Department

The cities of Spring Lake Park, Blaine, and Mounds View have jointly contracted with a non-profit
corporation known as Spring Lake Park-Blaine-Mounds View Fire Department, Inc. for fire
protection and related services. This collaboration allows the three cities to provide the necessary
fire services in a more cost effective manner.
