City of Mounds View Comprehensive Plan <br />________________________________________________________________________ <br /> <br /> <br /> <br />38 <br />All new larger scale residential development should be undertaken on a planned unit development <br />basis. This should be done not only to help ensure that the type of high quality development desired <br />by the community occurs, but to take maximum advantage of the limited amount of vacant land <br />remaining in the community. In areas that contain land of marginal development quality, cluster type <br />development should be utilized to reduce site work and prevent destruction of sensitive areas. <br /> <br />In all cases, residential development should be adequately buffered from adjacent commercial <br />development. This does not preclude the possible removal of a limited number of existing residential <br />uses which are inconsistent with the adopted future land use plan to provide for better transitions <br />between residential and commercial uses. Development standards should be strictly enforced for all <br />use types to ensure that a satisfactory environment is created. <br /> <br />Commercial Uses <br /> <br />Mounds View has a relatively low percentage of commercial development. The commercial tax base <br />of the city should be expanded to provide additional desirable commercial uses in Mounds View to <br />provide products and services to Mounds View citizens. The County Highway 10 corridor is the <br />most appropriate place for commercial tax base expansion to occur. <br /> <br />A City Center should be established which incorporates a mix of commercial, public, medium and <br />high-density housing, and open space uses to serve as the central identifying focal point for the <br />community. <br /> <br />The Mounds View land use plan establishes a hierarchy of four commercial land use types. The <br />lowest intensity commercial land use designation is neighborhood commercial. Neighborhood <br />commercial uses are intended to serve the daily convenience shopping needs of individual <br />neighborhoods. These types of uses should be located on the periphery of neighborhoods along <br />collector and arterial roadways. They should also be carefully buffered from adjacent residential <br />uses. It is anticipated that there will be little expansion of neighborhood commercial uses in Mounds <br />View. <br />The next level of commercial land use is community commercial. Community commercial uses <br />provide products and services to the community as a whole. Again these types of commercial uses <br />should be located along collector and arterial roadways. <br /> <br />Regional commercial uses provide products and services to customers beyond the City’s boundaries <br />as well as to the community as a whole. These types of commercial uses should be located on <br />arterial roadways. <br /> <br />The fourth commercial land use type is the highway commercial land use designation. These uses <br />are primarily oriented to the auto user and include fast food restaurants, gas stations, and auto <br />accessory stores. They typically generate relatively high traffic levels and should be located along <br />arterial roadways.
