City of Mounds View Comprehensive Plan <br />________________________________________________________________________ <br /> <br /> <br /> <br />83 <br />Trails <br /> <br />In 1992, the City adopted a resolution establishing a comprehensive trailways system policy to help <br />promote safe bicycling in the city and to provide a trailway system that connects recreational <br />opportunities within the community and provides a link between Ramsey and Anoka counties and to <br />neighboring cities’ trail systems. <br /> <br />An important regional trailway system that Mounds View has an opportunity to link to is the Rice <br />Creek Chain of Lakes Regional Park Corridor. This corridor includes trailways through Centerville, <br />Circle Pines, Shoreview, Arden Hills, Mounds View, New Brighton, Fridley, and finally connects to <br />the Mississippi River Trail. The Rice Creek Trail is a joint effort between Anoka and Ramsey <br />Counties. Mounds View lies in the middle of this corridor. Upon completion Mounds View would <br />have access to the Centerville chain of lakes in one direction and the Mississippi River Trail in the <br />other direction. The portion that is in Mounds View lies along Rice Creek and provides a link from <br />the TCAAP (arsenal) property in Arden Hills to the Long Lake Regional Park in New Brighton. <br /> <br />Ramsey County trailway connections include a route to downtown St. Paul through the City of <br />Shoreview. The link to this trailway is on County Road I. Mounds View also has the opportunity to <br />connect with trailways leading to downtown Minneapolis via Silver Lake Road. Mounds View <br />connections to this trailway would include Long lake Road/County Road H or a <br />Groveland/Knollwood/Pleasant View Dr. route. <br /> <br />Existing or proposed connections to adjacent communities include County Road I and County Road <br />J connections to Shoreview, Long Lake Road, Silver Lake Road, and Old Highway 8 connections to <br />New Brighton, and County Road H, County Road H2 and County Road I connections to Fridley. <br />Figure 17 on page 87 shows the existing and proposed trails in Mounds View. <br /> <br />The proposed Mounds View trailway system consists of a combination of on-street or off-street <br />arteries and connectors. County Roads H, H2, I, and J, Silver Lake Road, Long Lake Road, and <br />Groveland Road (continuing with Knollwood Rd. south of County Highway 10) serve as arteries for <br />connecting streets and links to other trailway systems. Connectors include Ardan Avenue, Hillview <br />Road, Bronson Drive, Edgewood Drive, Woodale Drive, Quincy Street, Mounds View Drive, and <br />Pleasant View Drive. Trailways are not provided on every street. The trailways system is intended to <br />provide accessibility to all areas of the City, making special provisions to provide access to schools, <br />parks, business areas and the City Hall/ Community Center area. <br /> <br />Trailway priorities established in 1992 include: <br /> <br />1. Stripe and mark one or both sides of City roads with sufficient width to provide on- <br />street trails consistent with the trailways plan. <br /> <br />2. Pursue all applicable grants and funding sources for the development of trailways in <br />the City of Mounds View. <br /> <br />3. Advocate for the development of trailways during all street reconstruction and <br />improvements.
