City of Mounds View Comprehensive Plan <br />________________________________________________________________________ <br /> <br /> <br /> <br />84 <br />Transit <br /> <br />Transit services in the City of Mounds View are presently provided by the Metropolitan Council <br />Transit Organization (MCTO), which is the major provider of service for the seven county Twin <br />Cities metropolitan area. Figure 18 on page 88 shows the current bus routes serving Mounds View. <br />There are express routes to downtown St. Paul and Minneapolis and two regular bus routes that <br />serve Mounds View. In addition to the fixed route bus service, MCTO operates the Metro Mobility <br />program that provides door-to-door transportation service for people with disabilities. MCTO also <br />provides other services through the Metro Commuter program. The Metro Commuter program <br />provides such services as ride matching, preferential parking for van or carpools, guaranteed ride <br />programs, park and ride lots and other services. It is anticipated that Metro Transit will continue to <br />provide mass transit, Metro Mobility, and Metro Commuter services in the future. <br /> <br />The City of Mounds View supports affordable reliable public transit as a viable alternative to the <br />automobile. The City will cooperate with MCTO and other agencies responsible for providing public <br />transit services in the area. <br /> <br />Rail <br /> <br />There currently are no rail lines within Mounds View. <br /> <br />Airport <br /> <br />The Anoka County-Blaine Airport is located just north of Mounds View in the City of Blaine. The <br />Anoka County-Blaine airport is classified as a minor airport and as a regional system reliever airport <br />in the Metropolitan Council’s Aviation Policy Plan. The airport is the second busiest reliever airport <br />in the metropolitan area. <br /> <br />Pursuant to the terms of the Settlement Agreement and Mutual Release entered into on May 15, <br />2000, by and between the City of Mounds View, Metropolitan Airports Commission, and <br />Metropolitan Council, the runway length of the north-south runway is limited to its current length of <br />4,855 feet until December 31, 2020 unless preempted by a future act of the Minnesota legislature. <br />Under current law, the east-west runway may be extended to a length not to exceed 5000 feet. The <br />classification of the Anoka County-Blaine Airport remains a “minor use” airport as defined by law. <br />These planning criteria shall be incorporated into the Comprehensive Plan. <br /> <br />Portions of the northern third of Mounds View lie within the safety zones of the north-south <br />runways. Under federal and state regulations, these zones are established around public airports to <br />assure safety of aircraft operations. Land uses in these zones must be consistent with Federal <br />Aviation Administration (FAA) and Minnesota Department of Transportation Aeronautics rules.
