City of Mounds View Comprehensive Plan <br /> Goal 1: Commercial development along County Highway 10 shall be considered <br /> in order to provide a broad tax base and expanded employment base in <br /> Mounds View. <br /> Policies: <br /> a. Continue to maintain and expand the City's commercial tax base to assist in paying for <br /> needed services and in reducing tax impact on housing costs. <br /> b. Cooperate with commercial developers to ensure that commercial development is a <br /> community asset and meets the standards established by the City. <br /> c. Identify commercial activities complementary to existing activities and promote and <br /> facilitate the development of such commercial activities within Mounds View. <br /> d. Develop a design theme for County Highway 10. <br /> e. Ensure that development that occurs along Highway 10 is consistent with and helps <br /> implement the approved design theme. <br /> Goal2: Provide safe, convenient, attractive, and accessible commercial <br /> development within Mounds View. <br /> Policies: <br /> a. Develop commercial and service centers as cohesive interrelated units with off street <br /> parking. <br /> b. Commercial developments should be concentrated in compact,integrated business centers. <br /> c. Ensure that all service and commercial uses are adequately and appropriately landscaped <br /> according to City requirements. <br /> d. Ensure that all service and commercial uses are adequately screened and buffered from any <br /> adjacent residential developments. <br /> e. Buffers such as screen plantings, fences, and public and semi-public use areas will be <br /> provided to eliminate conflicts between commercial activities and adjacent residential <br /> development. <br /> f. The location of commercial uses shall take into consideration the neighborhood, land use, <br /> and circulation pattern. <br /> g. Access to all major commercial centers will be designed to facilitate traffic flow along major <br /> roadways. <br /> 27 <br />
