City of Mounds View Comprehensive Plan <br /> h. Safe and convenient pedestrian access shall be provided to and within service and <br /> commercial centers. <br /> i. The City will cooperate with existing and potential commercial developers in creating site <br /> plans with emphasis on access and egress, parking areas, landscaping and adherence to an <br /> architectural theme. <br /> j. Enact and uniformly enforce a commercial/industrial maintenance code to help ensure that <br /> commercial and industrial properties reflect community attributes on an ongoing basis. <br /> k. Commercial development on wetlands, shore lands, flood plains, and other natural features <br /> that perform important public functions in their natural state shall be restricted. <br /> Goal 3: Major retail sales and services will be developed in planned and <br /> concentrated centers. <br /> Policies: <br /> a. Commercial development must adequately provide for storm water drainage. <br /> b. No area shall be rezoned to commercial use unless it is properly located in accordance with <br /> the Comprehensive Plan. <br /> c. Major commercial activity shall be concentrated within the City Center and along County <br /> Highway 10. <br /> Goal 4: Maintain small neighborhood commercial areas, located in accordance <br /> with the comprehensive plan in locations that will best serve residential <br /> areas. <br /> Policies: <br /> a. Excellence of design and compatibility with the surrounding neighborhoods shall be <br /> encouraged in the development of neighborhood commercial facilities. <br /> b. Promote joint utilization of parking and other related supportive services in the service and <br /> commercial districts. <br /> 28 <br />
