City of Mounds View Comprehensive Plan <br /> Streets <br /> A rectangular grid street system has been established in Mounds View.The major exception to this <br /> grid system is County Highway 10 that cuts through the city on a diagonal from the northwest to the <br /> southeast. This results in angled intersections on County Highway 10. The City of Mounds View <br /> will work with Ramsey County to ensure that when County Highway 10 is reconstructed in the <br /> future that more efficient use of the right-of-way will occur.No major street expansion projects are <br /> necessary or anticipated in the future. Some street extensions may occur to allow subdivision and <br /> development of existing large deep lots. Some street reconfigurations and traffic calming <br /> installations may also occur to manage traffic.On-going street maintenance and reconstruction will <br /> be required. <br /> Functional Classification: <br /> Functional classification is a system to establish the hierarchy of streets that collect and distribute <br /> traffic from residential neighborhoods to the metropolitan roadway system. The Metropolitan <br /> Council has established a functional classification system for the Twin Cities metropolitan area. <br /> Classifications of streets in Mounds View include principal arterials, A minor arterials, collector <br /> roadways,and local streets.The major characteristics of each of these classifications are summarized <br /> in Appendix C on page 116.The functional classification of roadways in Mounds View is shown in <br /> Figure 13 on page 76. In Mounds View there are two roadways classified as principal arterials. <br /> These are Interstate 35W and State Highway 10(former US Trunk Highway 118).A-minor arterials <br /> include County Highway 10, Old Highway 8, and Silver Lake Road. Collector roadways include <br /> County Roads H, H2, and I, Long Lake Road, and the portion of Red Oak Drive north of County <br /> Highway 10. The remaining roads are classified as local streets. <br /> Jurisdiction: <br /> Roadways are also defined by the jurisdiction that has responsibility for the roadway.Figure 14 on <br /> page 77 shows the current jurisdiction of the roadways in Mounds View.In recent years functional <br /> jurisdiction of roadways has changed as street functions have been reevaluated.Portions of County <br /> Road H-2, County Road I, and Spring Lake Road will change from county roads to city streets in <br /> 1999. In 2000 the jurisdiction of Highway 10 in Mounds View changed from the Minnesota <br /> Department of Transportation to Ramsey County. <br /> 74 <br />
