City of Mounds View Comprehensive Plan <br /> b. Major traffic flow shall be properly channeled to collector and or arterial streets. <br /> c. Facilitate traffic movement on arterial streets by regulating the number and location of <br /> vehicular access points and through utilization of appropriate traffic control methods and <br /> devices. <br /> d. Local or residential streets shall be designed so as to prevent penetration by through traffic. <br /> Traffic calming devices should be used where appropriate. <br /> e. Existing residential streets shall be protected from reclassification to more intense use; e.g., <br /> collector or minor arterial. <br /> f. Maintain streets in the City through a Pavement Management Program. <br /> g. Maintain an appropriate citizen review process to develop and implement City street, <br /> sidewalk, and trailway design and assessment policies. <br /> Goal 8: Develop and implement a County Highway 10 corridor design theme to <br /> present Mounds View as an attractive and desirable community. <br /> Policies: <br /> a. Work with state and county officials to implement various elements of the approved plan. <br /> b. Develop ordinance standards to require that private development that occurs along County <br /> Highway 10 incorporates elements of the approved design theme where possible. <br /> c. Identify and pursue state,federal,county,and other funding sources to fund implementation <br /> of the approved design theme. <br /> 73 <br />
