Mounds View City Council March 27, 2023 <br />Regular Meeting Page 3 <br /> <br />citizens committee could make a recommendation for a hauler to the City Council, but noted this <br />would still be for seven years. <br /> <br />Council Member Meehlhause asked when the requirement changed to seven years. City Attorney <br />Riggs reported this was a recent change. <br /> <br />Council Member Lindstrom explained he spoke with the mayor of Maplewood regarding their <br />refuse hauling and stated their process went to the citizen committee. He indicated some of the <br />concerns Mounds View residents had were with how the St. Paul refuse contract went. He asked <br />if staff could speak to this. City Attorney Riggs reported St. Paul was quite different from Mounds <br />View, noting St. Paul had been broken down into zones and still had multiple haulers. He reported <br />Maplewood or Richfield was more similar to Mounds View. <br /> <br />Council Member Lindstrom questioned what would happen if a single hauler was selected and <br />they were to go out of business during the term of the contract. City Attorney Riggs advised another <br />hauler would have to be selected to complete the term of the contract. <br /> <br />MOTION/SECOND: Gunn/Meehlhause. To Waive the Reading and Adopt Resolution 9714, <br />Public Notice of Intent to Organize and Negotiate with Waste/Refuse Collectors. <br /> <br />Council Member Meehlhause commented he has been a strong believer that this was the right <br />direction for the community. He believed the City had an obligation to protect its streets. He then <br />read a quote from a book he was reading about Abraham Lincoln which included a passage from <br />the 18th century statesman and philosopher Edmund Burke that your representative owes you not <br />his industry only, but his judgment, and he betrays, instead of serving you, if he sacrifices it to <br />your opinion. <br /> <br />Mayor Hull thanked Council Member Meehlhause for his comments and agreed pursuing <br />organized refuse collection was the right step for the City. <br /> <br /> Ayes – 5 Nays – 0 Motion carried. <br /> <br />C. Resolution 9722, Authorizing the Purchase of a Roller Compactor. <br /> <br />Public Works/Parks and Recreation Director Peterson requested the Council authorize the <br />purchase of a roller compactor. He described how the roller compactor would be used by his staff <br />and noted this piece of equipment was included in the 2023 budget. <br /> <br />MOTION/SECOND: Lindstrom/Meehlhause. To Waive the Reading and Adopt Resolution 9722, <br />Authorizing the Purchase of a Roller Compactor. <br /> <br /> Ayes – 5 Nays – 0 Motion carried. <br /> <br />D. Resolution 9723, Accepting Bids and Approving the 2023 Fog and Crack <br />Sealing Project. <br />
