Mounds View City Council September 26, 2022 <br />Regular Meeting Page 2 <br /> <br />picking up his garbage because of the road construction. He understood the water trucks do not <br />work on the weekends. He asked when the boulevard tree stumps would be removed. He <br />questioned who would be paying for the utility lines that were broken. He expressed frustration <br />with how this project has been managed by the contractor and encouraged the City to step. <br /> <br />Zack Lindstrom, 8378 Long Lake Road, reported he has been out campaigning and noted speed <br />was an ever present concern for Mounds View residents. He explained there was support for the <br />City deploying more electronic speed monitoring devices and making them permanent in known <br />speed areas. In addition, he indicated residents supported the City forming a partnership with <br />Shoreview and New Brighton in order to have one membership for all three Community Centers, <br />while also allowing for access to the middle school in order to have access to the pool. He reported <br />he checked into the fitness equipment and noted there was a local resident the City could purchase <br />equipment from at a reasonable rate. <br /> <br />Mayor Mueller asked if anyone else in the audience would like to speak. With no one coming <br />forward, she closed the Public Comment period. <br /> <br />Council Member Bergeron asked if the other three candidates in the audience would also like to <br />take three minutes to campaign during Public Comment. The three candidate all declined. <br /> <br />Mayor Mueller mentioned at the previous City Council meeting, she has displayed the t -shirts <br />being sold as a fundraiser for the Mounds View Police Foundation. She then showed an example <br />of the toy K9 that the Ramsey County Sheriff Foundation is selling as a fundraiser for their K9 <br />program. She stated that Ramsey County Sheriff has seven K9s in their department, and you <br />could order the one matching your favorite K9 if you wanted. Residents could contact her for <br />more information. <br /> <br />Council member Cermak stated that the Mounds View Police Foundation would be selling K9 <br />toys as a fundraiser in October. <br /> <br />7. SPECIAL ORDER OF BUSINESS <br /> <br />None. <br /> <br />8. COUNCIL BUSINESS <br />A. Resolution 9643, Authorizing Software as a Service Agreement with BSA. <br /> <br />Community Development Director Sevald requested the Council authorize the purchase of <br />software as a service agreement with BSA. He stated during COVID staff working from home <br />brought about frustrations with the City’s permitting software. He explained after speaking with <br />neighboring communities staff determined BSA would be a good software system for the City to <br />consider purchasing. He commented on the benefits of the program, along with the costs and <br />recommended approval of the purchase. <br /> <br />Council Member Hull asked if this program would be used by multiple users. Community <br />Development Director Sevald reported this program would be used by the majority of the staff
