Mounds View City Council September 26, 2022 <br />Regular Meeting Page 3 <br /> <br />members at City Hall. <br /> <br />Council Member Meehlhause questioned how long the City has had the current software. <br />Community Development Director Sevald stated the City has had PermitWorks since 1998. <br /> <br />City Administrator Zikmund thanked Community Development Director Sevald for being <br />thorough when investigating program options available to the City. He stated he believed BSA <br />would be a great option for the City going forward. <br /> <br />Mayor Mueller inquired if neighboring communities were using this software and if they liked it. <br />Community Development Director Sevald reported this was the case. <br /> <br />Mayor Mueller asked if the BSA program was the best value for the community. Community <br />Development Director Sevald stated he believed the BSA software was the best value for the City <br />of Mounds View given the price and the product the City would be receiving. <br /> <br />MOTION/SECOND: Hull/Bergeron. To Waive the Reading and Adopt Resolution 9643, <br />Authorizing Software and a Service Agreement with BSA. <br /> <br />Mayor Mueller questioned how the City would be paying for this purchase. Finance Director Beer <br />reported this expenditure would come out of the Special Projects Fund. <br /> <br /> Ayes – 5 Nays – 0 Motion carried. <br /> <br />B. Resolution 9634, Approving Change Order #13 for Upgrades to Well #4. <br /> <br />Public Works/Parks and Recreation Director Peterson requested the Council approve Change <br />Order #13 for upgrades to Well #4. He discussed the history of Well #4 noting maintenance was <br />required over the years. He explained last year, the Department of Health required the City to put <br />the well back into production or seal the well. He indicated this led the City to put the well back <br />into production as a standby well. He commented further on the proposed change order and <br />recommended approval. <br /> <br />Council Member Meehlhause questioned how the City would operate this well if it is not connected <br />to the water treatment plant. Public Works/Parks and Recreation Director Peterson explained if it <br />were used it would strictly go out to distribution without filtration of manganese or iron. <br /> <br />Mayor Mueller reported the City was keeping this well active and viable so that in the event the <br />City needs to have another well online, Well #4 could be utilized. Public Works/Parks and <br />Recreation Director Peterson reported this was the case. <br /> <br />Mayor Mueller inquired if this project would be grant eligible. Public Works/Parks and Recreation <br />Director Peterson indicated he would look into this. He commented because this was an <br />emergency or backup well he did not believe it would be grant eligible. <br /> <br />Council Member Meehlhause questioned if this project would be funded by the Water Treatment
