• Closed Schools: Impact on Community Usage
Page 4
1110
Based on Policy #1330, which delineates the priority of scheduling school
usage; the major school users who would suffer the greatest would be the
athletic associations and local community groups .
The current priority for school scheduling under Policy #1330 is as follows:
1 . School District #621 Co-Curricular activities.
2. Community Education/Municipalities
3. Community Usage
4. Private rental/Non-resident/Commercial
It should further be noted that we have not taken into consideration the loss of
gymnasium space caused by the closing of the two elementary schools. This additional
gymnasium reduction will impact mainly elementary school age programs as the gym-
nasiums are not as functional for adult activities.
III/1 This report also assumes that the outdoor facilities will continue to be available
to the municipalities and that their usage will not be impacted. The Edgewood Jr. High site alone has the
City of Mounds View's only tennis courts, running track, paved trail system, football/
soccer field, track and field area, swimming pool , and full sized gymnasium. To reduce
usage of the outdoor facilities would severly impair existing recreation programs .
In conclusion it can be said that there will be a great number of community based
programs which currently utilize gym space which will not be able to be facilitated
in 1982-83 should all four schools not be accessible for community usage. There will
be ample classroom spaces available even with the projected closings of Edgewood and
Johanna Junior Highs.
II . What are the operation and maintenance costs as they relate to proposed
"mothballing" costs?
III/1
These figures are difficult to tabulate but indoor utility costs for Edgewood Jr. High
in 1980-81 were $91 ,062. This figure includes electricity, telephone, water, gas ,
oil , and security. The 1980-81 year was considered a relatively light year for
