51 . 01 <br /> 111 <br /> CHAPTER 51 <br /> DIRECTOR OF PARKS , RECREATION AND FORESTRY <br /> 51. 01 Establishment . <br /> There is hereby created the position of "Director of <br /> Parks , Recreation and Forestry" , who shall be appointed by a <br /> majority of the Council . <br /> 51. 02 Purpose . <br /> A responsible administrative and specialized position <br /> involving the direction and supervision of park programs and <br /> activities . The Director is responsible for planning and <br /> coordinating the development and maintenance of park areas , and <br /> for planning , organizing and directing the use of park areas <br /> and recreational facilities . The Director will assist the Clerk- <br /> Administrator and the Council in the recruitment of staff <br /> Ilk personnel and supervising in-service training programs . The <br /> Director is under the general supervision of the Clerk-Administrator . <br /> 51. 03 Duties . <br /> (1) Develops and implements effective public-relations <br /> programs which will generate community and individual support for <br /> provided parks and recreation activities . <br /> a. Edits the City Newsletter to ensure information <br /> provided to the community is accurate and presented <br /> in a manner which encourages participation and <br /> support . <br /> (2) Writes and submits grant applications to state , county <br /> and federal agencies in order to supplement funding of city park <br /> development and acquisition . <br /> a . Maintains sufficient liaison with funding agencies <br /> to uncover additional monies for which the City <br /> of Mounds View might be eligible . <br /> (3) Develops and submits a sound and documented department <br /> budget and controls expenditures accordingly within approved <br /> budgetary limitations , <br /> 111- a . Recommends for approval specific fees and charges <br /> related to all recreational programs with input <br /> from the Program Supervisor. <br /> (4) Participates with the Public Works Superintendent in <br /> developing a comprehensive park maintenance program to include mowing , <br /> care and grading of ball field , parking-lot maintenance , shelter <br /> building , flood:: : For ice rinks , etc. , an follows through to ensure <br /> the ,ram ro t ,, �_ t <br /> p P Lvelv imp 1.e;thontecl as scheduled. <br />
