'14j THE MINNESOT'l RECREATION AND PARK ASSOCIATION <br /> 1982 LEGISLATIVE PLATFORM <br /> 4111 <br /> The Minnesota Recreation and Park Association is a non-profit <br /> organization resolved to the premise that excellent parks , recrea- <br /> tion and leisure services enhance the quality of life for all <br /> citizens . <br /> The Minnesota Recreation and Park Association is deeply concerned <br /> about the status of recreational and leisure activities in the 1980 ' s . <br /> Foremost amoung these concerns is that quality recreational opportun- <br /> ities are available to all people, and that park facilities where <br /> many of these activities take place be maintained at a high quality <br /> level . More specifically, the Minnesota Recreation and Park <br /> Association either endorses or urges the most serious consideration <br /> of the following issues : <br /> ALCOHOL AND CHEMICAL ABUSE - B priority <br /> The Minnesota Recreation and Park Association is a non-profit <br /> organization who 's members work extensively with the public sector <br /> in providing park and recreation programs to meet a human need and <br /> • are concerned when proper measures are not taken to profect the life <br /> and well being of our citizens for the pleasure of few. Therefore, <br /> the MRPA strongly recommends enactment of Legislating establishing <br /> earlier and stranger penalties that will reduce traffic accidents , <br /> deaths and loss of property resulting from excessive and abusive use <br /> of alcohol and other chemicals . Further , that the legislature adopt <br /> legislation that will reduce the possession and consumption of alcohol <br /> amongst teenagers . <br /> Shade Trees and Urban Forests - B priority <br /> In 1975 the .State of Minnesota made a commitment to assist local <br /> units of Government in their efforts to control the devastating <br /> effects of Dutch Elm and Oak Wilt Disease in the state. The <br /> Minnesota Recreation and Park Association endorses the goals set by <br /> the State Shade Tree Advisory Committee . Specifically, these goals <br /> include : <br /> A continuation of efforts to promote effective shade tree <br /> pest management in Urban Forests ; <br /> A continuation of efforts to promote successful community <br /> reforestation; <br /> A promotion of Urban Forest management ; <br /> A continuation to allow municipalities the use of the Special <br /> 4111 <br /> Levy for Shade tree control . <br /> We recommend that the State Shade Tree Program be funded sufficiently <br /> to reimburse local units of government to the original level of <br /> 50 percent . <br /> (UVC1&) <br />
