i'iRPA 1982 Legislative Platform <br /> Page Two <br /> Cans , Bottles and Litter - C priority • <br /> The recycling and disposal of solid wastes is a serious national <br /> and state problem. In Minnesota this problem impacts parks and open <br /> spaces as highly visible and offensive litter including cans , <br /> bottles , paper , and other debris . The Minnesota Recreation and <br /> Park Association strongly urges legislative consideration of strong <br /> measures that would address the problem of litter , especially cans <br /> and bottles . The Minnesota Recreation and Park Association urges <br /> serious consideration of legislation that would promote and encourage <br /> recycling of cans and bottles . We believe such measures , if adopted, <br /> would lessen the burdens of the cost of park maintenance and upkeep . <br /> State Bikeways - C priority <br /> The Minnesota Department of Transportation ' s State Bikeway Grant <br /> Program is an excellent program designed to develop and identify <br /> bikeway corridors which provide for safe and reasonably direct access <br /> to the majority of public and private destinations , while exercising <br /> sound transportation engineering and planning procedures in the <br /> expenditure of public funds . Many times parks and open spaces are <br /> the destinations of persons making use of these bikeways . The <br /> Minnesota Recreation and Park Association recognizes the value of this <br /> program and realizes that it benefits both the bicycle commuter as <br /> well as the recreational cyclist . The Minnesota Recreation and <br /> Park Association endorses the State Bikeway Program and encourages • <br /> the strong cooperation among State, County and Local Agencies ; and <br /> further, recommends sufficient funding to continue an effective <br /> program. <br /> Community Education Levy/State Aids - C priority <br /> The MRPA continues to support the original "Lighted School" concept , <br /> as schools represent one of the largest single investments in each <br /> of our communities and they should be open day and night , weekdays <br /> and weekends as necessary to meet local needs and that funds should <br /> be appropriated to assure building useage . <br /> LCMR OUTDOOR RECREATION GRANTS - A priority <br /> The LCMR outdoor recreation grant program is currently the only <br /> program operating in the state that is designed to provide assistance <br /> to all local governments for the acquisition and development of a • <br /> wide variety of outdoor recreation facilities . Based on the SCORP <br /> planning process , the program assists local governments in their <br /> efforts to convert local plans into operating recreation facilities . <br /> Because of the program's broad focus and general availability, it has <br /> become one of the state ' s better known and most highly sought after <br /> funding sources . <br /> In an era where local budgets are being dramatically reduced, the <br /> LCMR grant program will assume ever-increasing value and importance <br /> in the provision of quality recreation opportunities to the state' s <br /> citizenry . The MRPA recognizes the value of the LCMR grant program <br /> and appreciates the previous commitment of the LCMR to outdoor <br /> recreation. Moreover, the MRPA encourages future LCMR support for <br /> recreation and recommends a continuation of sufficient funding to <br /> meet future outdoor recreation needs . <br />
