IIII <br /> MEMO TO: Mounds View Parks & Recreation Commissioners <br /> FROM: Staff <br /> DATE: February 24, 1982 <br /> SUBJECT: Joint Powers Agreement - Puppet Wagon <br /> Enclosed is a draft copy of the proposed joint powers agreement <br /> with the City of New Brighton to share our summer puppetry pro- <br /> gram. Staff fesls that by entering into this type of agreement <br /> we will be able to improve our program at a lower cost. <br /> The improvements we envision include the hiring of a third <br /> staff, truck will be repainted and'thirdly, the program will <br /> play for an extended season (3 weeks longer than last year) . We <br /> will be able to make all of these improvements at a cost savings <br /> to the City of approximately $1, 000. 00 (with $400 coming from <br /> the general fund and $600 from recreation activity) . <br /> The major drawbacks will be reduced performances for Mounds View <br /> residents (21 in 1981 to 12 in 1982) and sharing of the "limelight" <br /> with New Brighton. <br /> • The City of New Brighton has brought this issue before their Park <br /> Commission and has received approval with their City Council <br /> reviewing it on Thursday, February 25th. They do not evision any <br /> major problems with the program being supported by their City. <br /> Staff feels the agreement is fairly self-explanatory and will <br /> respond to any questions you may have Thursday evening. <br /> BKA/bc <br />
