ARTICLE IV - POLICIES 1110 Section 1 - This Council shall be non-commercial , non-sectarian, and non- political . No commercial enterprise and no political candidate can be endorsed by it. The name of this Council or its officers in their official capacities shall not be used in any connection with a commercial concern or with any partisan interest or any other purpose than the regular work of the Council . Section 2 - The Council affirms that: A. There shall be no discrimination with regard to hiring, assignment, promotion, or other conditions of staff employment. B. The Council is open to representatives from all segments of the public as defined by the by-laws. C. There is no discrimination or segregation because of race, sex, age or creed in any service provided by the Mounds View Community Edu- cation Advisory Council . ARTICLE V - MEMBERSHIP Section 1 - All civic or community service organizations , local government units, and representatives of community programs within School District 621 , 1111/ shall be eligible for membership. Section 2 - The Community Education Advisory Council is appointed by the Mounds View School Board according to State Law M.S. 275.125 guaranteeing representation to all sectors of the community. Section 3 - The number of community members shall be greater than the number of designated representatives on the Council . Section 4 - Each representative shall have one (1 ) vote in the affairs of the Council Section 5 - Any group or organization desiring Council Membership may contact the District 621 School Board. Section 6 - The term of office for members shall he three years beginning in September, with all members eligible for reappointment. The terms of one- third of the members shall expire each year. Section 7 - General meetings of the Mounds View Community Education Advisory Council shall be held at least once each month, unless otherwise designated, at a time and place established by the Council . Section 8 - Notice of all general meetings of the Council shall be given to the members by mail not less than seven (7) days prior to such meetings. 111/0 Section 9 - At any general meeting of the Mounds View Community Education Advisory Council , a quorum shall consist of a simple majority of the membership. • -2-
