111/1
MEMO TO: Mounds View Parks and Recreation Commissioners
Bruce K. Anderson , Director of Parks , Recreation and
Forestry
FROM: Lee Johnson , Student Intern
DATE: October 20, 1981
RE: Park Shelter Buildings
After researching this project staff has come up with several options for the
removal of the shelter buildings. The following is a list of possibilities
open to our department and a staff recommendation for the removal of the shelters :
1 . The fire department has agreed to burn the buildings down for practice.
2. Frontiersman Inc. , a volunteer organiziation who provide a scout camp
for youth , have applied for a building and have offered $100.00.
3. The City could tear the houses down at an estimate of $20.00 - $30.00/
house plus man hours .
• 4. Herbst Demolition will completely remove buildings and rubble for an
estimated $500.00/building.
5. The buildings have an approximated value of $300.00 apiece and could be
sold to the highest bidders (as part of the contract bidders would be required
to remove all rubble from the area and leave it free of debris) .
It is staff's recommendation that the Greenfield shelter be used for storage on a
continual basis . The heating system which is currently in the shelter would have to
be removed but the unit heater at Woodcrest, which is in good condition , could be moved
to Greenfield. Keeping in mind the cost of labor for Parks personnel or CETA staff
to dismantle the buildings , it would be better for the City to sell the buildings to
the highest bidders . There is already some interest in this , and if it were to be
done, the removal of all heaters would be recommended prior to any sale. Also, it
is staff's recommendation that in case not all shelter buildings receive bids they be
removed by the fire department. Of course this would incur some cost to the City as
it would be necessary to remove the rubble and debris.
