• <br /> MEMO TO: Mounds View Parks and Recreation Commission <br /> FROM: Bruce K. Anderson, Director <br /> Parks , Recreation and Forestry <br /> DATE: September 22 , 1981 <br /> RE: Park Usage Policy <br /> The City Council has discussed at some length the current park usage policy <br /> as it relates to consumption of alcoholic beverages in the parks during the <br /> past two months. This discussion was precipitated by problems staff related <br /> in the July 27, 1981 quarterly staff reports. We have experienced two incidents <br /> of large group picnics during late June and July who totally disregarded the use <br /> of the park rules and left a great deal of debris and general litter following <br /> their picnic. Both problems basically centered around drinking or use of alcohol <br /> • in the park area. <br /> The current City Ordinance reads as follows : <br /> Chapter 100. 10 Restrictions on Purchase and Consumption <br /> • <br /> Subdivision 2. Consumption Prohibited <br /> No liquor shall be sold or consumed in any public place not holding an <br /> "on-sale" or "off-sale" license. No liquor shall be sold or consumed' <br /> on a public highway or in an automobile. <br /> After speaking with the Police Department, they felt that the key phrase was <br /> public place which does not , by their interpretation , include park areas. <br /> Staff has been following the practice of allowing alcoholic beverages (3.2. beer only) <br /> to be consumed in City Hall Park only and not the neighborhood parks which has been <br /> generally the policy enforced by the Police Department. <br /> Due to the two issues related by staff and general philosophical disagreement with <br /> allowing drinking in parks , the City Council has indicated a desire to ban all <br /> alcohol from the City system. <br />
