.. <br /> Page 2 <br /> September 22, 1981 <br /> In an attempt to clarify this issue, staff has been asked to receive some direction <br /> from the Park Commission for the City Council 's consideration. Enclosed is a survey <br /> of 12 suburban communities which outlines their current policies. As can be noted, <br /> six currently allow drinking and six either do not or they do by special permit. <br /> Staff would recommend that some type of ordinance be drafted so that the issue is <br /> clear to both the park user and those responsible for enforcement. <br /> Issues that need further discussion are: <br /> 1. _ Do the benefits outweigh the problems that occur? <br /> 2. Should we allow drinking at some park, i .e. City Hall , and not <br /> the others. <br /> 3. Will the problem become worse with the advent of Silver View <br /> Park being developed? • <br /> 4. Should we develop a permit system for any Quantities beyond a case of <br /> beer to discourage large group picnics and keg parties? <br /> 5. Should large group picnics only be allowed for Mounds View based <br /> companies? <br /> 6. Is the ordinance that is drafted realistic and enforceable? <br /> 7. In what areas do our problems exist, i .e. , the family picnicer, ball <br /> teams , large company picnics , teen keg parties , etc. ? <br /> 8. Is drinking a socially acceptable/recreation use for our neighborhood or p <br /> family picnic areas? <br /> Staff has requested a number of communities to forward copies of their existing <br /> park ordinances which will be distributed at Thursday's Commission meeting. <br /> • <br />
