-4- <br /> The level of service provided by the Clerk-Administrator' s <br /> Office staffed by the Clerk-Administrator and Administrative <br /> Secretary are dictated by the Home Rule Charter , statutory <br /> or local policy requirements and the activities of the City <br /> Council, City commissions and committees, and other City <br /> departments and consultants. With the increased activity <br /> towards the franchising of cable TV service this office will <br /> experience a slight increase in its level of services due <br /> to increased demand for information and the 'need to review <br /> all materialson this issue. Basically, there are no major <br /> increases in service levels anticipated over the next five <br /> years and only proportional increases in expenditures are <br /> expected to occur. <br /> B. Finance - The Finance Department headed by the Finance Director, <br /> who also serves as Treasurer pursuant to Section 6. 04 of the <br /> Home Rule Charter, coordinates the financial activities of the <br /> City. Current departmental activities include the following: <br /> 1) Utility billing preparation and collection, and the <br /> annual analysis of user fees and fee structures. <br /> 2) Receipt and management of all municipal revenues <br /> including the analysis of cash flow patterns and the <br /> establishment of cash management guidelines. <br /> • 3) Accounts payable and payroll preparation and control . <br /> 4) Preparation of monthly financial reports and the <br /> Annual Financial Statement. <br /> 5) Directs the investment of temporarily idle municipal <br /> funds. <br /> 6) Directs and coordinates the preparation of the Annual <br /> Budget and assists in the preparation of the Long Term <br /> Financial Plan. <br /> 7) Establishes controls for and oversees debt management. <br /> 8) Management of the City' s purchasing and insurance programs. <br /> Additional duties anticipated by the department during 1981-1982 <br /> are the general and payroll accounting activities for Lakeside <br /> Park which will be assumed by the City as a result of the <br /> Joint Powers Agreement with Spring Lake Park. Levels of <br /> services and staffing are expected to remain stable and the <br /> department's share of the General Fund budget to remain <br /> proportionately the same. <br /> • <br />
