N <br /> -3- <br /> 4) City Hall - The City Hall division of the Administration <br /> Department provides for the maintenance and operation of the <br /> City Hall building, personnel services costs for the Recep- <br /> tionist position, office supplies, postage, and liability <br /> and automobile insurance premiums. it is not anticipated <br /> -that the level of service provided by this division will <br /> increase over the next five years, however, it is projected <br /> that utility and other costs will increase thus resulting in <br /> this division taking an increasing share of the City' s <br /> operating budget. <br /> 5) Legal and Fire - Legal and Fire Protection services are provided <br /> by contracting individuals or agencies with the level of service <br /> being determined by the demand for such service and the expense <br /> for such service to the City being determined by them. Thus, <br /> increases in service cannot be predicted and the cost for such <br /> services, although expected to increase, should remain on a <br /> proportional basis. <br /> 6) Clerk-Administrator 's Office - The position of Clerk-Administratc <br /> is established by Section 6 . 01 of the Home Rule Charter with <br /> Section 6 . 03 outlining the duties of the Clerk-Administrator . <br /> Basically, the duties of the Clerk-Administrator and, as a <br /> result, the Clerk-Administrator ' s Office can be summarized as <br /> follows : <br /> • a. All of the duties and responsibilities of a City Clerk <br /> in a statutory city including the conduct of elections, <br /> maintenance of all municipal records and accounts, and <br /> issuance of all licenses and permits except for <br /> building permits and contractor ' s licenses. <br /> b. Assist the City Council in the administration of City <br /> affairs including the supervision of its employees, <br /> programs and activities, and labor contracts. <br /> c. Prepare and submit to the City Council reports relating <br /> to municipal projects and/or improvements, periodic <br /> financial reports, annual operating budget, long-term <br /> financial plan, capital improvement plan, and annual <br /> financial statements. <br /> d. Develop and maintain good public relations with the <br /> general public through the preparation and dissemination <br /> of news releases and other information, an annual <br /> report on the financial condition of the City and <br /> other efforts. <br /> e. Coordination of the City' s activities with outside <br /> agencies and consultants . <br /> 111 <br />
