Monthly report, February, 1981 Page 2 <br /> • <br /> The February/March newsletter was printed during February, which is always a busy <br /> and time consuming project. <br /> We also developed the Lakeside Park joint powers agreement between Spring Lake Park <br /> and Mounds View. The draft agreement is still being finalized, before formal <br /> ratification by the respective City Councils . <br /> PARK DEVELOPMENT <br /> There were three major endeavors in the area of Park Development during the month <br /> of February: <br /> 1. Staff reviewed and tested three pieces of mowing and snoblowing equipment <br /> to determine their effectiveness for Mounds View usage. No decision has <br /> been reached as we will be reviewing their mowing potential during the <br /> Spring before a staff recommendation is made. • <br /> 2. A joint meeting was held with the City Planning Commission on Thursday, <br /> February 26, 1981 to discuss the City Wide Park System Plan. Although <br /> no agreement was reached on the 26th, it did prove to be a positive <br /> meeting as a great deal of discussion and exchange of ideas and philosophies <br /> took place. <br /> 3. The initial park master plans were completed by staff and Saunders and <br /> Thalden which will be reviewed by the Park Commission at their regularly <br /> scheduled March meeting. <br /> FORESTRY <br /> Staff prepared numerous memos for the City Council review regarding the current <br /> vacancy in our Forestry division which were taken under advisement by the Mounds View <br /> City Council . Among the options proposed by itself were: • <br /> .. C.S.O. Officer assuming the Forestry duties <br /> 2. Joint Powers Agreement with the City of New Brighton <br /> 3. Hiring of a full time fore ter <br /> 4. Hiring of a combined Pare •ztenance/City Forester <br />
