CITY OF MOUNDS VIEW <br /> PARKS AND RECREATION DEPARTMENT <br /> AND THE <br /> CITY OF SPRING LAKE PARK <br /> PARKS AND RECREATION DEPARTMENT <br /> THIS MEMORANDUM CONTAINES GUIDELINES RELATING TO THE LAKESIDE PARK <br /> AND BEACH OPERATIONS AND MAINTENANCE . <br /> SUBDIVISION I . PURPOSE . <br /> ( 1) WHEREAS THE CITY OF SPRINGLAKE PARK AND THE CITY OF MOUNDS VIEW <br /> HAVE HAD UNDER DISCUSSION, THROUGH THEIR RESPECTIVE COUNCILS, THE JOINT <br /> ACQUISITION, OPERATION AND MAINTENANCE OF LAKESIDE PARK . <br /> (2) AND, WHEREAS, THE PARK PLAYGROUND, INC . , WAS DESIROUS OF CON- <br /> VEYING SAID PARK TO THESE CITIES UNDER CERTAIN TERMS AND OPERATIONS WHICH <br /> WILL BE REFERRED TO HEREAFTER . <br /> ( 3) AND, WHEREAS, THE COUNTY OF RAMSEY IS NOT AGREEABLE TO THE OPER- <br /> 111 ATION OF LAKESIDE PARK AT THIS TIME . <br /> (4) AND WHEREAS, THE JOINT OWNERSHIP AND OPERATION OF SAID PARK <br /> SEEMS TO BE DESIRABLE AND IN THE BEST INTERESTS OF THE HEALTH AND WELFARE <br /> OF THE RESIDENTS OF EACH CITY . <br /> (5) AND, WHEREAS, EACH CITY HAS POWER TO ESTABLISH PARK AND REC- <br /> REATIONAL FACILITIES AND AN AGREEMENT FOR JOINT OWNERSHIP AND OPERATION IS <br /> AUTHORIZED BY LAW . <br /> SUBDIVISION 2 . AGREEMENT . <br /> ( 1) IN GENERAL . EACH OF SAID CITIES AGREE WITH EACH OTHER TO PAR- <br /> TICIPATE, AS HEREINAFTER PROVIDED IN THE ACQUISITION OF LAKESIDE PARK FROM <br /> PARK PLAYGROUND, INC . AND TO OPERATE SAID PARK FOR PLAYGROUND AND REC- <br /> REATIONAL PURPOSES JOINTLY AS HEREINAFTER PROVIDED . SAID SITE SHALL BE <br /> NAMED AND KNOWN AS LAKESIDE PARK . <br /> (2) (A) CONTRIBUTIONS TO CAPITAL COSTS . EACH CITY CONTRIBUTED <br /> FIFTY (50) PERCENT OF THE COST OF ACQUISITION OF SAID REAL ESTATE NOW <br /> KNOWN AS LAKESIDE PARK, TOGETHER WITH ALL OF ITS BUILDINGS, STRUCTURES, <br /> FIXTURES, EQUIPMENT, AND PERSONAL PROPERTY OF EVERY DESCRIPTION NOW <br /> SITUATED ON SAID SITE . THE TOTAL PRICE TO BE PAID FOR SAID PROPERTIES <br /> DID NOT EXCEED TWO THOUSAND DOLLARS ($2, 000 . 00) . PRIOR TO THE PAYMENT <br /> OF SAID SUM TO PARK PLAYGROUND, INC . , THE CITIES OBTAINED A TITLE OPINION <br /> • SHOWING THAT THE TITLE TO SAID PREMISES WAS MARKETABLE AND FREE AND CLEAR <br /> OF ALL INCUMBRANCES AND FURTHER THAT THE PARK PLAYGROUND, INC .
