TO: MOUNDS VIEW PARK AND RECREATION COMMISSIONERS
. FROM: STAFF
DATE: FEBRUARY 25 , 1981
RE: SPECIAL MEETING WITH CITY COUNCIL AND PLANNING COMMISSION
As staff briefly mentioned in the two cover letters for the
Commissioners ' packets , the Planning Commission and City
Council have requested a special meeting with you to review
the City-Wide Park System Master Plan.
Staff made a presentation before the Planning Commission as
per the Park and Recreation Commission directions on Wednesday,
February 4 , 1981. A copy of the Planning Commission minutes
is enclosed for your review. As can be noted there were
four specific comments and/or concerns raised by the
Planning Commission. Staff responded to each of the questions
to the best of his ability and the meeting drew to a close
with no action taken by the Planning Commission.
The Planning Commission then met at an agenda session on
February 18 , 1981 at which time they directed staff to set up
a joint meeting with the Parks and Recreation Commission.
The specific issues that the Planning Commission would like
to discuss are :
410 1. What should be included in the City-Wide Comprehen-
sive Plan regarding future park improvement?
2 . Should the Park Plan be included as part of the City-
Wide Comprehensive Plan?
3. How and to what degree should we include the proposed
implementation chapter (Chapter 4 - Guide to Action)
of the plan in the City-Wide Comprehensive Plan?
4 . Does the fact that the Park Referendum failed have
any bearing on the plan itself?
5. Does the plan accurately and fairly represent and/or
reflect the public ' s and/or Mounds View residents '
positions .
Staff will be reviewing and updating the Commission on any
further questions being raised as they surface . Staff would
recommend that each Commissioner bring along a copy of their
Comprehensive Plan for easy referral and reference.
41
BAA/dc Y
1
