0 <br /> 2 <br /> There are several policy approaches for increasing the use of recreational <br /> programming to prevent or decrease juvenile crime in Ramsey County. These <br /> initiatives are not mutually exclusive and include: <br /> • Incrementally increasing available recreational opportunities in Ramsey <br /> County. <br /> • Surveying the target population to determine its programming preferences. <br /> • Developing an administrative structure that involves youth in programming <br /> decisions in metropolitan parks and recreation departments. <br /> • Defining and evaluating existing programs to determine their effectiveness; <br /> . then, replicating the most successful programs at a variety of sites. <br /> • Developing a comprehensive plan for recreational programming that <br /> acknowledges the developmental, social, and educational needs of Ramsey <br /> County's preadolescent and adolescent population. <br /> • Developing collaborative initiatives with other organizations serving this <br /> population. Metropolitan parks and recreation departments could be the lead <br /> agencies coordinating a variety of programs. <br />
