NEIGHBORHOOD PARK PLANNING FUND GUIDELINES <br /> •iPURPOSE <br /> The purpose of the neighborhood park development and planning <br /> fund is to encourage , promote and assist local residents, neigh- <br /> borhood onganizations, and civic groups in the establishment and <br /> development of local park projects from a both financial and in- <br /> kind labor perspective . <br /> OBJECTIVES <br /> 1 . To establish, develop and create other neighborhood park <br /> planning councils using the Groveland Park Foundation as a <br /> model . <br /> 2. The neighborhood park planning fund will not expend more than <br /> 50% of the available monies on an annual basis in each of <br /> the three established and separate accounts. <br /> 3 . There will be three separate accounts established for dissem- <br /> inating neighborhood park planning funds : <br /> a. Initial or seed money account will consist of 15% of the <br /> total fund . This account will be utilized for developing <br /> new neighborhood park planning councils and first time <br /> projects proposed by local neighborhood residents , organ- <br /> izations and/or civic groups. The grant monies from this <br /> account need only be matched by an equivalent of inkind <br /> labor from the sponsoring group. <br /> • b. Short term projects. The short term project fund will <br /> not exceed 60% of the total fund balance at any time . <br /> Short term projects are those projects defined as those <br /> having a budgeted dollar amount of less that $5 ,000 and <br /> will be completed within a one year period. All short <br /> term projects are required to be matched by an equal <br /> amount of funds from the sponsoring agency or group. <br /> c . Long term project. This account will not exceed 25% of <br /> the neighborhood park planning fund and will consist of <br /> projects exceeding a $5 ,000 budgeted amount. The project <br /> should be planned with a minimum of one year involvement <br /> by the proposed group or organization and needs to be <br /> matched on a 50% cash basis and 50% inkind labor and/or <br /> materials. <br /> GUIDELINES <br /> 1 . The neighborhood park planning fund project requests will be <br /> reviewed on an individual project basis and applications may <br /> be submitted to the Parks and Recreation Commission <br /> throughout the year. All applications must be submitted on <br /> the official application form and be received at least one <br /> week prior to the regularly scheduled Parks and Recreation <br /> Commission meeting for review at their following meeting . <br /> 2 . The neighborhood park planning fund monies are available for <br /> all neighborhood parks within this system excluding Silver <br /> View Community Park and the two school park locations, Edge- <br /> wood and Pinewood Elementary School . <br />
