-2- <br /> COUNCILMEMBER' S Councilmember Doty briefed the Parks and Recreation <br /> REPORT Commission on the current status of the airport <br /> 41, classification . He stated that the Metropolitan <br /> Council had adopted a resolution on November 22 , <br /> 1983 which stated that the plan for the Anoka <br /> County-Blaine Airport would be consistent with <br /> other minor airports in the metropolitan airport <br /> system, but they do not conform to the Metropolitan <br /> Airport guidelines or State Law. There were some <br /> concerns raised by the Council because there were <br /> recommended improvements which would reflect an in- <br /> termediate use of the airport in the future . Com- <br /> mission members asked a number of questions of <br /> Councilmember Doty regarding the airport status and <br /> he indicated that more information would be forth- <br /> coming . <br /> 1983 YEAREND Director Anderson reviewed the staff report regard- <br /> FORESTRY REPORT ing the 1983 composting program. It was stated <br /> AND LEAF COM- that the program was extremely successful and that <br /> POSTING PROGRAM there was a request to open the site in the spring <br /> REPORT for grass clippings and our oak population . The <br /> major problem with this concern is that the program <br /> has been so successful , we are running out of space <br /> at Ardan Park . Chairperson Burmeister recommended <br /> that a second gate be placed on the northern end of <br /> the existing site with just one road down the <br /> middle rather than the ring road concept. Staff <br /> concurred that this was an excellent idea and felt <br /> that it would probably resolve many of our space <br /> problems. Commissioner Bowman raised a number of <br /> concerns regarding the popularity of the program <br /> and the site serving residents outside the commun- <br /> ity of Mounds View. Staff agreed that there was <br /> participation from outside of Mounds View, but felt <br /> that it would be too difficult to check I . D. ' s or <br /> addresses at the gate and secondly, that composting <br /> was an appropriate function of the City' s Parks and <br /> Recreation Department. <br /> The yearend forestry report was discussed and the <br /> conclusion made that our existing joint powers <br /> agreement with the City of New Brighton has been <br /> positive . Commissioner Burmeister and the entire <br /> Commission commended City Forester Wriskey for an <br /> excellent and complete yearend update . <br /> GUIDELINES FOR Staff reviewed the preliminary guideline report and <br /> NEIGHBORHOOD PARK reviewed some potential options for expanding the <br /> PLANNING AND proposed guidelines. <br /> DEVELOPMENT FUND <br /> A motion was made by Chairperson Burmeister to lim- <br /> it the yearly spending of the Neighborhood Park <br /> Fund to 50% of the monies available in each of the <br /> three catagories. Motion was seconded by Commis- <br /> sioner Long and passed unanimously. <br /> 5 ayes 0 nays <br />
