MEMO TO: Mounds View Parks and Recreation Commission <br /> FROM: Staff <br /> • <br /> DATE: October 25 , 1983 <br /> RE : Land Dedication <br /> Attached is a letter to Mr. Ralph Lansing dated October 13 , 1983 <br /> regarding Mr . Lansing ' s request to donate a 40 foot parcel of <br /> land adjacent to Spring Lake Park to the City of Mounds View. <br /> As can be noted in my correspondence with Mr . Lansing , I <br /> indicated that the City would not be interested in acquisition of <br /> this property at this time due to maintenance or lack of tie-in <br /> with our existing parks and open space system. Mr . Lansing has <br /> continued to pursue this issue to the extent that he has talked <br /> to surrounding neighbors as can be noted on the attached map, to <br /> see if they would also be interested in donating their lake <br /> frontage property which would provide a trail easement all the <br /> way from County Road I to Lakeside Park. <br /> Staff has not been directly confronted by Mr . Lansing at this <br /> time but some of the adjacent property owners have talked to <br /> staff to see what our position would be on this issue . <br /> As I feel the development of a trail system all the way around <br /> the lake would be a much different issue than an individual 40 <br /> foot parcel , <br /> Commission . I ' m bringing this to the attention of the Park <br /> • <br /> Staff ' s initial recommendation would be to not have the property <br /> deeded over to the City but to establish a trail easement at this <br /> time if the residents are sincere about opening the park on a <br /> city-wide basis. The obvious reason for their desire to donate <br /> the property to the City is for tax purposes and although staff <br /> has not done any research in this issue , I ' m sure there would be <br /> a sizable benefit to the property owners for donating this land <br /> to the City. Once again , staff has not done a great deal of <br /> research on this issue and would appreciate some preliminary <br /> feedback from the Park Commission on how they perceive this issue <br /> and if they feel it should be pursued at greater lengths and what <br /> problems they envision may develop through such a land donation <br /> system. <br /> Should you have any questions regarding Mr. Lansing ' s request or <br /> the local neighbor' s request, feel free to contact myself <br /> directly at ext. #41 . <br /> BKA/sll <br /> • <br />
