=M\ <br /> MEMO TO: Mounds View Parks and Recreation Commission <br /> 4111 <br /> FROM: Staff <br /> DATE: October 25 , 1983 <br /> RE: October , 1983 Staff Report <br /> The following items are issues that do not require official <br /> Commission action but will hopefully provide a better update as <br /> to recent activities and issues that have occurred within our <br /> department. <br /> 1 . Staff has forwarded an application and received preliminary <br /> approval through the State MEED ( Minnesota Emergency <br /> Employment Program) for the hiring of six ( 6 ) half-time <br /> individuals on a six month basis. The individuals would be <br /> employed in not only our public works department but also a <br /> clerical assistant as well as one accounting for our City <br /> finance department. Staff feels that with the hiring of <br /> additional manpower , we should be able to greatly improve our <br /> winter ice skating program which I 'm sure you can remember <br /> was of a very poor quality in 1982-83 . <br /> 2 . Groveland Park Foundation . Staff has included a recent news- <br /> letter from the Groveland Park Foundation and a preliminary <br /> set of bylaws for the Commissions review and consideration . <br /> Staff attended their last meeting on Wednesday, October 19 <br /> • and the Groveland Park Foundation is continuing to move in a <br /> very positive manner . <br /> 3 . MRPA Conference . Program Supervisor Saarion and myself will <br /> be attending the Minnesota Recreation and Park Association <br /> fall conference on November 17 and 18 in Rochester , <br /> Minnesota. Staff will be presenting a paper regarding the <br /> recent private maintenance contractual services that the City <br /> has employed at Silver View Park for my fellow colleagues <br /> information . <br /> 4 . Golf Course Proposal . Staff is still currently working on a <br /> preliminary golf course proposal which will be hopefully <br /> completed for some type of preliminary review in early <br /> November . <br /> 5 . Cross country ski project. Enclosed is a brief flyer that <br /> has been prepared by Matt Rowley , Eagle Scout Candidate who <br /> will be developing a cross country ski trail at Silver View <br /> as his project. Staff has secured funding from the State <br /> trails organization for some of the initial trail development <br /> and the trail will hopefully be open for residents usage for <br /> the 83-84 winter cross country skiing season . <br /> • <br />
