• <br /> MEMO TO: Mounds View Parks and Recreation Commission <br /> FROM: Sta f 4 lc--- <br /> 4e- <br /> DATE: August . , 1• :3 <br /> RE: Neighborhood Park Planning Council <br /> During the past two months , staff has been working with <br /> the Groveland Park Foundation in developing their program <br /> as well as attempting to start to other neighborhood park <br /> planning councils . Staff has included a copy of the Grove- <br /> land Park Foundation Newsletter which goes out to approximately <br /> 600 local residents and includes highlights of their progress <br /> as well as upcoming projects . One of the parks that we will <br /> be stopping at on our tour will be Groveland Park to show you <br /> some of the projects that we have worked on up there including <br /> the development of a new park sign and benches that are being <br /> constructed by the Groveland Park residents . Staff feels that <br /> the Groveland Park Foundation is proceeding very positively <br /> and will prove to be an excellent model for other neighborhood <br /> park planning councils to be established after. <br /> SIn addition, staff has met with Darlene Miller and residents <br /> of the Ardan Park neighborhood to attempt to establish a <br /> second planning group up in the Ardan Park, Greenfield Park and <br /> Oakwood Park areas . There were approximately eight residents <br /> that met with dtaff during the month of July and a. review of their <br /> concerns and issues is included for your review. <br /> Staff would like to invite some general discussion on the <br /> development of park planning councils by the Park Commission <br /> to determine if we are going in the proper direction . One of <br /> the major issues that staff is finding is that developing <br /> five separate park planning councils takes a great deal of <br /> staff time , and it may potentially segment the City more than <br /> we would like to . In addition, the City Council has established <br /> a neighborhood park planning fund as a fairly high priority and <br /> we need to begin discussing initial guidelines as to how a <br /> fund such as that could be utilized by local neighborhood park <br /> groups . <br /> BKA/sll <br /> 410 <br />
