Memorandum to Solid Waste <br /> Advisory Council Members <br /> Page 4 <br /> March 17, 1983 <br /> • <br /> 111/1 <br /> and governmental bodies on solid waste management; develop and distribute <br /> flyers and brochures on solid waste management, and distribute the '/Recycling <br /> in the Schools Week Information Packet. <br /> The position would require 40 hours per week and last seven months (June <br /> 1 to December 31) . The hourly wage would be $9.90 (same as Environmental <br /> Health Specialist I) . Estimatedcost $12,120. <br /> Although composting is a well established process, implementing and <br /> developing a network of small—scale composting operations is a new venture <br /> and the following factors must be carefully considered: composting site <br /> location, site preparation, organize/manage leaf collection, public <br /> awareness or publicity program, composting operation, and end—use of the <br /> compost . Responsibilities associated with each composting site can be <br /> divided between the County and the participating municipality. The following <br /> paragraphs discuss each of these factors. <br /> Suburban Leaf Composting Program <br /> Site Location ' <br /> The final decision concerning the location of each site depends on the <br /> municipalities. Staff intends to informally contact each municipality and <br /> either talk to their Public Works Director, Park and Recreation Director, <br /> 11111 or City Manager concerning the leaf composting program. Followintthe <br /> telephone conversations, a letter will be sent to each of the contact people <br /> inviting them to attend a meeting to discuss their interest in the project, <br /> and more importantly, the potential of several suburbs cooperating together. r <br /> County staff prefer that each compost site serve more than one municipality. <br /> i <br /> Site Preparation <br /> I� <br /> Each city is responsible for grading and levelling the compost site and <br /> access road. The County will provide funding for a gate to control access <br /> to the site estimated to cost $400. Thi County will also provide funding <br /> for a sign estimated at $61. <br /> Organize/Manage Leaf Collection ! <br /> County staff will meet with the designated city contact person and discuss <br /> all aspects of the program. We believe it is important that the city <br /> contact person encourage the City Council to pass a resolution supporting <br /> the leaf composting program. <br /> A leaf collection program must be fair to all involved parties.
